The HDD Loader File is actually called the HD Loader for Playstation 2. It is a disc / software that allows you to load and store you PS2 games right from a Playstation 2 Hard Drive. It is not a piece of software that you can write to a blank CD or DVD and put it into your Playstation 2 console in order to load it up. It boots just like any normal game would.
